Dr. Saira Jan serves as Vice President and Chief Pharmacy Officer at Horizon Blue Cross Blue Shield of New Jersey and is Professor Emerita at the Ernest Mario School of Pharmacy, Rutgers University. With over 25 years of experience in healthcare management, research, and academia, she brings deep expertise to her leadership role.

Dr. Jan oversees pharmacy management across Horizon’s Commercial, Health Exchange, Medicare, and Medicaid segments, and collaborates closely with leading health systems throughout New Jersey. She plays a key role in national initiatives through the Blue Cross Blue Shield Association and pharmacy benefit management organizations, contributing to policy and formulary development. She also chairs Horizon’s Pharmacy and Therapeutics Committee and leads strategic partnerships with the pharmaceutical industry to improve health outcomes across the state.

A prolific contributor to international health policy and academic discourse, Dr. Jan has authored numerous publications, including book chapters, and has presented at global conferences on U.S. healthcare reforms aimed at enhancing prescribing quality and efficiency. She has represented the Blue Cross Blue Shield Association at the Institute of Medicine on patient safety and adverse drug event reporting and has contributed to the design of clinical trials and post-marketing surveillance programs.

Dr. Jan has served on several influential committees, including the Medicare Evidence Development & Coverage Advisory Committee (MEDCAC), FDA research collaborations, the National Blue Cross Blue Shield committees, America’s Health Insurance Plans (AHIP), the Medical Advisory Panel (MAP), the Council for Affordable Quality Healthcare (CAQH), the Academy of Managed Care Pharmacy (AMCP), and the Pharmaceutical Assistance to the Aged and Disabled (PAAD) program.

She holds a Master’s degree in Pharmacology from St. John’s University and a Doctor of Pharmacy degree from Rutgers University.
